France brings nearly two decades of expansive engineering expertise spanning Public Health, Aerospace, and the Legal tech sector. At the National Institutes of Health (NIH), she managed complex web applications for several laboratories and led the Ground Systems Engineering team at the NOAA Environmental Satellite Processing Center. France graduated summa cum laude from the University of Maryland Global Campus and is currently pursuing advanced studies at Harvard University. Her expertise in managing enterprise web applications emphasizes security, scalability, and performance.

Steeve Simbert

Chief Operating Officer

Steeve brings IT Portfolio Management expertise honed at the U.S. Department of State’s Bureau of Information Resource Management. Certified as a Technology Business Management Executive and holding a Top-Secret clearance, Steeve has made significant contributions to organizations such as the Navy and Congress. An alumnus of Georgetown University, Quantic School of Business and Technology, and Oxford University, Steeve excels in digital strategy communication and evaluating IT projects for alignment with business objectives and financial viability.
